Wayne Reynolds is a freelance illustrator originating in the UK. He has done a number of different commissioned pieces for many different gaming companies, like Wizards of the Coast in their Dungeons & Dragons and Magic the Gathering series, and also work for the comic magazine 2000 AD, best known for their “Judge Dredd” series. What I always enjoyed about a lot of his pieces, this one included, is that he manages to really convey a sense of atmosphere in his pieces. It looks like that this image was ripped right from out of a high fantasy novel. It’s incredibly detailed, loud and has a lot of energy behind it. He seems to involve a lot of points of light and shadow in a lot of his pieces. It’s not exactly what one would expect of a high quality artist, but I truly do enjoy pieces like this that allow me to escape into the kind of dangerous and magical realm that its artist has created.

The image you posted was used for the newest edition of Dungeons & Dragons. The creature itself is meant to be a demon lord and is one of the strongest monsters a fantasy party could fight. I've seen other examples of his art and it does range from high fantasy to the gritty sci-fi that I see in the Judge Dredd series. The muted colors also convey a sense of dread in the picture as this demon charges headlong at you.
